Express Entry Draw #388 – French-Language Proficiency

Immigration, Refugees and Citizenship Canada (IRCC) conducted a category-based Express Entry draw on December 17, 2025, focusing on candidates with strong French-language skills.

In this Express Entry draw, 6,000 Invitations to Apply (ITAs) were issued to eligible candidates with a minimum CRS score of 399. With this draw, the total number of ITAs issued through Express Entry in 2025 has reached 113,998.

About Category-Based Express Entry Draws

Category-based selection rounds allow IRCC to invite candidates who meet specific economic priorities set by the Minister. These draws complement general and program-specific rounds by targeting candidates based on factors such as:

  • Proficiency in an official language

  • Relevant work experience in priority occupations

  • Educational background

This approach helps Canada address targeted labour market and demographic needs.

French-Language Proficiency Category Requirements

To qualify under the French-language proficiency category, candidates must:

  • Demonstrate French language ability at CLB/NCLC level 7 or higher in all four skills (speaking, listening, reading, and writing)

  • Meet all other criteria outlined in the official instructions for the draw

Tie-Breaking Rule

IRCC applied its tie-breaking rule for candidates with a CRS score of 399. Only those who submitted their Express Entry profiles on or before August 24, 2025, at 12:26:48 UTC received an invitation.

Candidates in the Express Entry pool are ranked using the Comprehensive Ranking System (CRS) — a points-based system that evaluates factors such as age, education, language ability, work experience, and adaptability.

In each Express Entry draw, Immigration, Refugees and Citizenship Canada (IRCC) invites candidates with the highest CRS scores to apply for permanent residence. Candidates who receive an Invitation to Apply (ITA) are notified directly through their IRCC online account.

Each Express Entry draw typically includes the following details:

  • Date and time of the draw

  • Number of Invitations to Apply (ITAs) issued

  • Minimum CRS cut-off score

  • Immigration program or category targeted

  • Rank required to receive an ITA

  • Tie-breaking rule date and time

Express Entry is an online system that the Government of Canada and IRCC uses to determine candidates for Permanent Resident status from skilled workers. In order to be eligible for the Express Entry Program, you need to meet a few eligibility requirements based on age, educational qualification, language and communication skills, work experience, family members and job offers if any.

What is Express Entry?

Express Entry is an online immigration application management system introduced by Immigration, Refugees and Citizenship Canada (IRCC) in 2015. It is used to manage applications for permanent residence under Canada’s main federal economic immigration programs, including:

  • Federal Skilled Worker Program (FSWP)

  • Canadian Experience Class (CEC)

  • Federal Skilled Trades Program (FSTP)

Some Provincial Nominee Program (PNP) streams are also aligned with Express Entry.

What is the Comprehensive Ranking System (CRS score)?

The Comprehensive Ranking System (CRS) is a points-based system used by Immigration, Refugees and Citizenship Canada (IRCC) to assess and rank candidates in the Express Entry pool. Each candidate receives a CRS score out of a maximum of 1,200 points.

CRS points are awarded based on several core and additional factors, including:

What does the CRS cut-off mean?

In every Express Entry draw, Immigration, Refugees and Citizenship Canada (IRCC) publishes the CRS score of the lowest-ranked candidate invited. This score is commonly referred to as the CRS cut-off score.

Candidates whose CRS score is equal to or higher than the cut-off may receive an Invitation to Apply (ITA), provided they meet all other eligibility requirements for that draw.

Example

Assume a candidate named Cathy has a CRS score of 422. The outcome of her Express Entry application will depend on the CRS cut-off score and the tie-breaking rule applied in that draw.

Scenario 1

If the CRS cut-off score in the draw is 417, Cathy will receive an Invitation to Apply, because her CRS score of 422 is higher than the minimum required score.

Scenario 2

If the CRS cut-off score in the draw is 434, Cathy will not receive an Invitation to Apply, because her CRS score is lower than the minimum required score.

Scenario 3

If the CRS cut-off score in the draw is 422, Cathy may or may not receive an Invitation to Apply, depending on the tie-breaking rule. Candidates with the same CRS score are ranked based on the date and time they submitted their Express Entry profile.

Understand the Express Entry Tie-Breaker Rule

In every Express Entry draw, Immigration, Refugees and Citizenship Canada (IRCC) publishes a tie-breaker date and time (for example: July 15, 2025 at 09:14:54 UTC).

The tie-breaker rule is applied when multiple candidates have the same CRS score as the cut-off score. In such cases, IRCC ranks candidates based on the date and time their Express Entry profile was submitted.

Candidates who submitted their profile earlier than the published tie-breaker timestamp receive an Invitation to Apply (ITA).

Important: IRCC records profile submission times in UTC (Coordinated Universal Time), regardless of the applicant’s local time zone.


Example

Assume an Express Entry draw has a CRS cut-off score of 431. Two candidates, Nathan and Erica, both have a CRS score of 431. The candidate who submitted their Express Entry profile earlier in UTC time will be invited to apply.

Scenario 1 – Earlier Submission Date

Erica submitted her profile two days earlier than Nathan. Erica will receive an Invitation to Apply because her profile was submitted first.

Scenario 2 – Same Day, Different Times

Nathan submitted his profile two seconds earlier than Erica. Nathan will receive an Invitation to Apply because his submission time was earlier.

Scenario 3 – Different Time Zones

Although Erica and Nathan submitted their profiles at the same local time, IRCC converts submission times to UTC. Nathan’s profile was submitted earlier in UTC time, so he will be invited.

Nathan will be invited to apply because he filed his application at 6:30 am UTC, while Erica filed hers at 9:30 am UTC.

What to Do If You Receive an Invitation to Apply (ITA)

If you are invited through Express Entry, IRCC will send a message to your online account on the Canadian immigration website confirming that you have received an Invitation to Apply (ITA). If you have enabled email notifications, you may also receive an email alert — however, you should always check your account regularly to avoid missing important deadlines.

The ITA message will clearly state:

  • Which Express Entry program you were invited under (FSW, CEC, FST, or a PNP)

  • The deadline to submit your application

  • Next steps to complete your permanent residence application

At this stage, you have two options:

  • Accept the invitation and submit your permanent residence application, or

  • Decline the invitation (your profile will return to the Express Entry pool if still eligible)

Important Deadline to Know

An Invitation to Apply is valid for 60 days from the date it is issued.
IRCC does not grant extensions, and all required documents must be submitted within this timeframe.

Note: Temporary deadline extensions (such as 90 days) applied only during COVID-19 measures and are no longer in effect.

There are a few things you need to do if you have received an Invitation to Apply.

  1. Confirm eligibility for the program you were invited under.

  2. Recalculate your CRS score if your personal situation has changed.
