Express Entry Draw #388 – French-Language Proficiency

Immigration, Refugees and Citizenship Canada (IRCC) conducted a category-based Express Entry draw on December 17, 2025, focusing on candidates with strong French-language skills.
In this Express Entry draw, 6,000 Invitations to Apply (ITAs) were issued to eligible candidates with a minimum CRS score of 399. With this draw, the total number of ITAs issued through Express Entry in 2025 has reached 113,998.

Category-based selection rounds allow IRCC to invite candidates who meet specific economic priorities set by the Minister. These draws complement general and program-specific rounds by targeting candidates based on factors such as:

What does the CRS cut-off mean?

Scenario 3

In every Express Entry draw, Immigration, Refugees and Citizenship Canada (IRCC) publishes a tie-breaker date and time (for example: July 15, 2025 at 09:14:54 UTC).
The tie-breaker rule is applied when multiple candidates have the same CRS score as the cut-off score. In such cases, IRCC ranks candidates based on the date and time their Express Entry profile was submitted.
Candidates who submitted their profile earlier than the published tie-breaker timestamp receive an Invitation to Apply (ITA).
Important: IRCC records profile submission times in UTC (Coordinated Universal Time), regardless of the applicant’s local time zone.
Example
Assume an Express Entry draw has a CRS cut-off score of 431. Two candidates, Nathan and Erica, both have a CRS score of 431. The candidate who submitted their Express Entry profile earlier in UTC time will be invited to apply.
Scenario 1 – Earlier Submission Date
Erica submitted her profile two days earlier than Nathan. Erica will receive an Invitation to Apply because her profile was submitted first.
Scenario 2 – Same Day, Different Times
Nathan submitted his profile two seconds earlier than Erica. Nathan will receive an Invitation to Apply because his submission time was earlier.
Scenario 3 – Different Time Zones
Although Erica and Nathan submitted their profiles at the same local time, IRCC converts submission times to UTC. Nathan’s profile was submitted earlier in UTC time, so he will be invited.
Nathan will be invited to apply because he filed his application at 6:30 am UTC, while Erica filed hers at 9:30 am UTC.
What to Do If You Receive an Invitation to Apply (ITA)
If you are invited through Express Entry, IRCC will send a message to your online account on the Canadian immigration website confirming that you have received an Invitation to Apply (ITA). If you have enabled email notifications, you may also receive an email alert — however, you should always check your account regularly to avoid missing important deadlines.
The ITA message will clearly state:

Which Express Entry program you were invited under (FSW, CEC, FST, or a PNP)

Important Deadline to Know
An Invitation to Apply is valid for 60 days from the date it is issued.
IRCC does not grant extensions, and all required documents must be submitted within this timeframe.
Note: Temporary deadline extensions (such as 90 days) applied only during COVID-19 measures and are no longer in effect.
There are a few things you need to do if you have received an Invitation to Apply.

Confirm eligibility for the program you were invited under.

Recalculate your CRS score if your personal situation has changed.

Gather and upload supporting documents (passport, language tests, work letters, PCC, medicals, proof of funds, photos).

Pay the required fees (processing fee, RPRF, biometrics if applicable).

Submit your application within 60 days — no extensions are given.
Final Tip Before Submission
Once submitted, your application will be assessed based entirely on the information and documents provided. Even minor errors or missing documents can lead to delays or refusal.
